So, while it’s not necessarily a solution to your issue, I have to say I would side with you in wanting to rebuild the machine. Had we have had a longer troubleshooting period, we might have found a less extreme solution to this.

Now, the recommended practice with Windows 10, as we know, is to upgrade through the various feature releases over time. The difference four weeks down the road is still significant. We also ran the ‘Decrapifier’ script (search on Spiceworks) to tidy things up.

Complete fresh install of Windows, reinstalled applications, etc, but left off a lot of the ‘extras’ that HP (and other manufacturers to be fair) preinstall, including all the ‘HP Tools’.

With 1809 needing to go on, and the machines showing no sign of improvement, and limited troubleshooting time available due to the amount of use the machines get, we generated Windows 10 Pro media, 1809, and hit half of the machines. For the shortcut icons, following a couple of procedures to rebuild icon cache did work for a limited period. Increasingly, shortcut icons would go blank/white, browser windows would also go white/grey and unresponsive. The laptops are used by a range of different people every day (school environment). HP Laptops (Intel i5, 4GB, 500GB (not SSD), so a middle of the road spec, not quite low end, but nothing fancy) couple of years old, started out with Windows 10 Pro, 1703 (possibly 1607), and has been through upgrades to 1709 and then 1803. Not sure this will help a great deal, but just some quick background on an issue we’ve had at a customer site recently.
